Welcome to the website of the Commission on Scottish Devolution – an independent review of the experience of Scottish devolution since 1998. The Commission began work in April 2008 and published its Final Report, Serving Scotland Better: Scotland and the United Kingdom in the 21st Century, on 15 June 2009.

It is now more than a year since I and my fellow Commission members first assembled at the Scottish Parliament. At that stage, we had only a remit and a sense of the scale of the task we had taken on.
