Making Written Submissions

The Commission welcomes written submissions to help inform its work, from individuals or from organisations, and from within Scotland and beyond.

It may be helpful to begin your submission with a brief explanation of your experience or background, to provide context to your views. In the interests of transparency, you should declare any financial or other interest that you have in the issues covered in your submission.

In most cases, we suggest keeping submissions to a maximum of around 10 sides of A4. With submissions of more than around 6 sides, it may be helpful to include a brief summary of the key points at the beginning or end. If you consider it necessary to make a submission that is much longer than 10 sides, please discuss this first with the Commission secretariat.

It is not normally necessary to include with submissions supporting material that is already generally available - instead, references or citations should be included as appropriate. (Hyperlinks to web-based sources are particularly helpful.) Where a submission includes non-original or copyright material, the source must be cited and permission obtained where appropriate.

It is very much appreciated if submissions can be provided electronically (including when a hard copy is also provided), preferably either as a Microsoft Word attachment to an e-mail, or with the text of the submission included in the e-mail itself. E-mails should be sent to:

Please avoid complex formatting (including multi-part numbering, multiple levels of heading etc.), as we may need to re-format submissions after receipt.

Where pictures, diagrams or other graphics are included, it is helpful if these are in a format that allows re-scaling and minor editing.

Before making a submission, please ensure you have read our separate policy on handling written submissions.

Please also ensure that your submission falls within the Commission's remit. For example, submissions that make the case for independence, or for the reversal of devolution by repeal of the Scotland Act, would fall outside the Commission's remit.
